Reliance Jio is launching 4G across 3 bands in India. ( refer @joydeep's reply )2 of which are supported by Robin.
Reliance Jio hasn't really done a public launch in India yet, one needs to get an invite to get their SIM to try it out while they set. So VoLTE will be launched on Jio on their 4G network.
For now they are launching their own line of sim locked devices, LYF which supports VoLTE
So if VoLTE is over 4G why do you think Robin may not support it?

They have licenses for all 3 active bands in India viz. 800Mhz(17 of 22 circles), 1800Mhz(14 of 22 circles) and 2300Mhz(PAN-India)
For now they have only done a soft-launch to their employees and family to try with invitations they can give to others.
Commerical roll out is expected in the next 6 months or early next year.
Jio has even started taking registrations for those who are interested to try it out.
Soon there would be bidding for the 700Mhz band too which should widen 4G coverage. It has been delayed so far mainly because other carriers think it is overpriced.
Commericially no carrier provides VoLTE yet in India. Jio is the only one providing it to their closed net of customers as of now.

Jio network is already out and working.
If you buy a Lyf device, you get Jio 4G on it. For the first 3 months data is unlimited. And the SIM's data is locked to the device for now. But speculations are after 3 months, the SIM can be used on any device. So technically by August we can get Jio 4G on any 4G device.
Also jio.com has started taking registrations for people interested in a beta test the 4G connection/sim. I highly doubt the registration is for 1 year.
Even in their limited beta test/trails, they have managed to get 5,00,000 users on board
